I'm guessing three things:
1) Aku will be there with Chi when they meet Him.
2) Since Aku is retired, he left a his affairs to Chi, so she's in charge.
3) Aku hates Him, and doesn't know he's coming. In other words, Chi's been associating with Him behind her father's back.
I'd say #1 is the most likely. Based on what we have seen of her reactions in this panel, I'm not sure Chi possesed the requisite maturity and restraint to run a place as big as Aku city alone. or at least, run it in the manner that it appears to be running, that is, efficiently with no outward signs of trouble (unless she only acts like this in private, and has a much more controlled public face). And if #3 was the case, I'm not sure Him would want to be announced or even appear at the tower. At the moment we don't know if Demongo is Chi's personal servant or something along the lines of a minster (and actually the way he is speaking leans towards the latter, if he was Chi's personal servant and complicit in her clandestine meetings, I doubt he'd bother with the titles, he'd just say "Him is here" (that sentence really makes my grammar cells cringe
) So presumaby EVERYONE in the tower knows Him is visiting.

Sounds good, though they'd probably need all the groups of Shadowkhan (the "regular" ones, and all those variants the other demon masks make. But it's probably just ninja, after his experiances with Jack, I'm not sure Aku (and even if Chi is in control, the army is probably much the same in composition as it was in Aku's day, He would have been the one to put it together) would want much truck with samurai.

I usually imagine Minne with a bit of an old New England accent, since the way she speaks (all those Thee's Thou's and Thy's) reminds me of all the old movies I have seen with Puritans in them.
