Yes, but Ikra was Aku pretending to be a completely different person to trick Jack. She was a temporary persona, an alias.
If she was simply Aku pretending to be a Blossom-looking
i, why would he change all his visiboards to show advertisements of Chi, while leaving the statue of himself in the center of the city intact? Aku loves himself too much to change his default form, which he's had for hundreds, if not thousands of years.
Furthermore, if Aku was using Chi's form to interact with Mimi for some reason, why would he maintain that form in the privacy of his home, rather than just using it when he's with Mimi?
Because evil that once ruled the world for over a thousand years does not simply go into retirement without going through some heavy psychological experiences?
Experiences which could have very reasonably caused him to undergo a very drastic personality change. And there's no reason that split/multiple-personalities would be excluded from the potential end results.
And Aku is capable of multi-tasking; he can split himself and have one half be retired-Aku-daddy and another be the needy-Aku/Chi-daughter.
Or in other words:
Aku went super mega cra-cra~It's not that unreasonable. I'm sure most of us have seen/read weirder things.

What the hell are you talking about here?
Her injuries aren't even worth mentioning because they never tried to bring her back in her original body.
She became a ghost and then took possession of a rag-doll corpse. And that may not even necessarily mean she's back to life. She could just be overshadowing it, danny-phantom style.
Speaking of which, slight off-topic, I do so hope Danny Phantom shows up in PPGD.
Or maybe Dani... Yes! Dani! She would make a perfect recurring character.
