You know what... I think you may be on to something!!! I just noticed that it says that the back up power was out to so it had to boot up the emergency power coming from the tertiary generator. My guess is the bomb isn't connected to the tertiary generator so Bell now had to move the bomb so that Blossom can't destroy it.
