Ping is the time it takes for a server to respond to a request. This is done with a 'ping' which acts a lot like a sonar ping. It goes, hits the server, and immediately returns. So the number is the time it takes for it to return, in uhm... I'm not sure.

or rely heavily on p2p transfers and chat services

Milliseconds. In addition to processing and whatnot, the delay is caused by the signal transit time, about 1 ms per 300km of open air, 200km of optical fiber, and somewhere in between for copper.

Five seconds would probably be from server lag. Unless you have a really bad connection. Or you're connecting from half a million miles out in space.
