I honestly don't see that many, but i guess living in a place where people struggle to fill 1/6th of the stadiums has warped my perspective of what "lots" means. Or hockey stadiums are teensy.

Hockey arenas have like 15,000-20,000 capacity, so if a place is less than half filled it's considered to be empty.

Tampa can be pretty bad at times. Also it was the end of the period so everyone probably decided to try and beat the rush to the bathroom/food.
