Remember that we don't exactly know what this explosion will do, everyone may wake up to find them self's like 100+ years in the past or even turned into pony's(Ha ha bad April fools joke xD). Even Time Squad didn't know what this kinda bomb will do nor did DR, X the person who created it xD
And think about it Bell's be in the blast before(Back at Epoch Eclipse Now) So we know it's probably not going to be deadly as she's not dead, my person theory is that we'll be seeing ghost thing dragon boy soon and then we'll know a bit more of what's going on.
Edit: Some of what Auto says though is making me think it's some kinda of puzzle like prison or containment though if not maybe way to re-wright history?.
