It's Caillou. It's a kiddy show that's on PBS Kids. I know this because of two of three brothers of mine is at the age of one and five.

In the show Caillou was bald. Since humans are inherently stupid, they automatically came to the conclusion that he had cancer instead of just realizing that he chose to have a bald hairstyle like Number 1. That's the joke.

God, I hate Caillou. Why the fuck is he hairless? He doesn't even have eyebrows! Yet, his parents, little sister, and other relatives are all normally haired!
