http://btguard.com/ , which require payment and might become illegal in the future. Efficient IRC bots require constant donations. Dark nets survive long, only if they are used by small and exclusive communities.
Anons have limited resources and a lot of their past success can be attributed to their ISPs not caring about what they do, which would change once ISPs themselves, or their sponsors become targets.
