In some of the later episodes, Bubbles was shown to have the ability to speak to more than just squirrels, it appears to be a specific power of hers, not unlike Blossom's Ice Breath.

@Krest BR knows how the meme works. I think he means he doesn't get it in the sense that he (and I also) can't detect any pun or wordplay associated with that seemingly random collection of cultural references.

I'm inferring you were trying to make a pun about the word "tell" since it's all caps but I don't see what connection any variation of that word has with the song One Winged Angel or any of the mentioned characters.
