I don't think it's a measure of 'equal' righteous as Jack, but rather the whole 'innocent soul' the sword senses. Kind of like the Sword of Omens would not fight Hatcheman's sword nor would his fight the SoO. Also like how Thor's Hammer won't just let anyone pick it up.
