Pencil and paper, there's something about working with pencil and paper that really helps you learn the fundamentals of drawing. Photoshop is too powerful for most novices, you'll just end up drawing stick figures.

Yeah, there's not much to do but foot it the old fashioned way with pencil and paper.

If you're like one foot stepped into drawing, Paint Tool SAI is a very decent, cheap, and fairly intuitive program that was created purely for artists to do CG. Be forewarned though, if you're looking to get into CGing things on the computer, you'll probably end up investing in a tablet at some point.

What are you doing drawings for? I mean I can tell you to practice or tell you what programs to use but if your not a talented drawer then you might want to try taking existing works and altering them enough that it becomes a derivative work.
