Well, in Japan they follow the policy of "turning a blind eye" to most things that don't directly interfere with their profit. It's obvious to them that the doujinshi only helps them make more money, really.

For what? I would have the license they would be infringing on my copyright. Which means I could force them to accept pretty much any deal. I'd have better leverage and if it is even slightly profitable it would be advantageous for whatever translation group to deal. Stealing the scanlations? No problem, as long as you can check that they're actually correct.

Yeah, Tokyopop had been known to use fan scans for their translations. It's a wonder they went under when they never paid anyone for anything.
