No, she didn't. There was, if I recall, the one episode where Mojo took over the narrator's job and made the PPG fight each other... Bubbles used fire breath as a counter to Blossom's ice breath. But that was the only time it was ever seen, and she never used ice breath itself. It was consistently portrayed as exclusive to Blossom, as one of the "special powers" that each girl got (Bubbles got talking to squirrels, and Buttercup got... curling her tongue. Yeah, it's not exactly fair.)
