Sadly, we will not redesign Blossom for no reason. She is comfortable in being who she is. And the bow is her personal mark from the original Powerpuff Girls cartoon. That would not be easy to just change you see. :)

that is a matter of opinion, however, I can be fairly certain that she would be less iconic, which should be one of the criterion for determining her design's worth as good or bad.

Based upon this, I assert a conjecture that the lack of a bow would be a potential harm.

The theory is, as BR stated, that Blossom would look better with shorter hair and no bow.

And I agree with BR too, Blossom should be resembling the original from the cartoon, so there shouldn't be such drastic changes in her appearance as removing her bow, which is like her trade mark.
