We can't just accept anyone of the back end of the truck. Nor should we go though a rigorous set up where it is a pain in the ass to do anything. So instead we should look at a few key areas that we needed to participate in a forum. These qualities should be along the lines of interaction, grammar, and intelligence.

Maybe if they've been gone more than a month or two they are subject to the one week rule? Unless they give us prior notice before they leave (vacations, broken computer etc)?

As Blood said, you can cast in an undecided vote if you do not wish to choose between one of two evils. Although, you cannot use silence as a mean to express such a vote, considering we have no set timer in which a subject is allowed to be voted in. The only time a voting session will end before every last person voted on it is when there is a huge landslide between Aye and Nay, around 80-20 or vice-versa.

Off course, not voting would usually get the entire town to rip a part of your clothes, spit you, tie you to a donkey and send your ass off to PETA. I am more of a conservative, so I don't really mind undecided votes, even if the final result is a tie. It means the voting for that subject will be postponed to a latter date, allowing you people to start corrupting each others ass.

Regarding PCHK, I have nothing to say. Once it returns, I'll see what to do with it. Until then, it is none of my concern.
