There are plenty of reasons.

One example is if you forgot both your password and secret question's answer.
(or worst, someone hacked into your e-mail and changed it.)
Since you can't retrieve the password to your e-mail since it is your e-mail then you got no other choice but to make a new one.
Well not unless you got an alternative e-mail and you registered it's address while making the new e-mail.
But if you also forgot that alternative e-mail's password and secret answer then you have no other alternative but to make a new one.

Another example is when someone wants to be "another person"
and there are also plenty of reasons for someone to do that.

The other reason is that you sign up for an E-mail that you want to use as spam or for signing up to things. Ect.
