Every character can. It's just that certain characters are especially good with certain elements. Kakashi can use water, fire, earth, ice, wind, and lightning techniques but his affinity is with lightning. And since Rayven's character is spread out like that, in an element vs element fight, he would lose.

After a very large amount of personal deliberation, I think I need to wait until the game gets back to town and then ask for someone to figuratively hold my hand in order to get back into the game. I think I'll be okay after that, but I just cannot for the life of me come up with anything at this point.
