Well I have the rough outline written out and I figured I would post it for advice on refinement and conceptualization. I have a central character but he is not the lead character but rather the instigator that begins the actual chatacter's local inquiries that drive the story. Well here goes nothing and forgive it's rough-cut feel if you will.
Role play name - The Kurayami Incident
Premise - The mountain town of Kurayami has been beset by a series of foul murders and it is up to you to solve them and bring the person or persons to justice. There is a smuggling going on in the mountains and a new drug is on the loose, it is time to catch the smugglers. Some folk point to the Oni villages hidden in the mountains as a source of the goings-on, it is up to us to find out what the trouble is.
The entire purpose of the role play? A deep rooted and complexed conspiracy is to be uncovered by the players step by step, following leads, picking up clues, fighting off enemies and just trying to survive in a dark, horrible town of fear, corruption and maddeningly macabre supernatural occurances.

A stranger has been sent into the midst of Kurayami village, he is Constable Tanaka Maro a strange man reputedly a half-breed who has traveled abroad in secret for many years before returning home as a means retirement. Somewhat wealthy and militaristic he seems uncommonly different from the local population and is said to hail from Nagasaki. His purpose? To snuff out the conspiracies therein, to ascertain the mysteries of Kurayami, long held as a place of dark portents and dirty dealings. How will he do this? You! You will become part of the solution, whether you are a down on your luck Samurai, or a mysterious wanderer with a past you would rather not let out, you will join the mission as a contact and even as a deputy.
Or join against him, keep the secrets of your town that which it is - A SECRET! Your orginization has worked hard to embed itself into the local populous and go so far as to use the dark happenstances of the local area as a cover for what your true purposes are. There are people to eliminate besides this foolish outsider and on the whole you have a great deal of fish to fry. What the lower levels of your clan don't realize is that the whole operation is run by the undead with dark schemes spanning generations. Cross them and you die slowly.
Deep seated into the populace the conspiracy is that of a drug running operation based on a new concoction called The Purple Lotus. A debilitating, yet wholly addictive drug that induces a hallucinogenic state of dreamy visions that cause the user euphoria, though over use and bad highs can be associated. Other operations include a secret mining operation and weapons production under the nearby mountain. The sole purpose of this is to raise an army armed with swords and semi-modern rifles to begin conquering the area under the Kusemono Gang. Little do the populace know that underneath the surface of this otherwise swaggering band of braggarts and toughs (locally anyway, though bulk remaining in the hidden mining colony and complex) is actually manipulated by the undead in the form of an ancient society of vampires? Or possibly revenants? These jaded, yet wholly focused individuals want to controll the area and eventually the rest of japan. Eventually they hope to conquer mainland Asia as well, but they are patient and can let their plans bear fruit over several decades. The people that run this are actually risen members of the Yamashita clan of a local family of samurai that have lived in the area for centuries.
Aside from that the mining and general raucus making is angering the spirits of the mountain as well as several as of yet hidden oni demon tribes that have lain quiet since before the fuedal ages. Unknownst to man for many centuries they have become agitated by the desecration of their sacred mountain as well as various sites that remain holy to them. They have begun to send their own spies into the town as well and may contact individuals trying to better their community.
Kurayami as a place (fictional) - As a place Kurayami is nestled in a secluded valley underneath a vast and isolating mountain range. The valley itself it still heavily wooded and rather vast, near the center it comprises of a lake fed by a river from deeper in the mountains. The mountains themselves have many tracts and hidden valleys. The most domineering mountain in the region of all is that of Tsuwamono, called so because of it's jagged peak and terrible storms that surround it during the high part of summer. The town itself is a large affair full of vagabonds passing from one part of the island to another, or people generally hiding in shame from various aspects of the law within the larger community outside the remote valley itself.
It is a large, sprawling town surrounded by rice fields as the local populace make Sake for trade as well as various dishes cooked with fish found in the river and lake. Near the base of Tsuwamono is the Ancient castle of Toride, built during the Muramochi period. This imposing fortress is little used except by a family called the Yamashita family, a many branched family that continue the ancient traditions of the samurai.
