See this is what I'm thinking. We already know who Gyokuen is (which is why chapter 193 is so important). The staff she holds there looks almost identical to the one our new character has. That's the reason I think that these two are one in the same, and that she changed her name for some reason. We saw Sheba escape because she wanted to go back to the tower in order "to accomplish the task Ilah gave me". Later on she asked "father to bestow Divine punishment" upon them for being impure. Remember a few chapters ago when everyone was fighting against the medium? Gyokuen stated "We meet at last Father". In chapter 193 Solomon says "So you didn't allow it, huh...in the end" Which I'm taking to mean "So you couldn't change your core beliefs in the end" Also take a look at page 18 of 193 then compare that picture to page 17 of 215. They look almost exactly the same.
As you said, it would appear that some time has passed between the events in 216 and the events in 215. Which is why I believe that the person who looks like Solomon is actually an older Sheba and that she is talking to an older Solomon. Note, that whenever they show older Solomon, we never see his face fully, it's always omitted (even in 215). We do, however, see his staff at all times. The one in page 9 of 216 is the same as the one he's holding in 215. (which coincidentally enough also shows the staff that Arba uses, though it's hard to tell whether or not she's the same person because her pigtails are almost always omitted in her other scenes (but you can see her fighting with a wing staff earlier in the chapter, and you can sort of see her pigtails wrapped up and hanging down in 216 after she introduces herself))
Though, I do wonder, how the rift between them was created, when they look so happy here :c
