I don't think it can. As I pointed out the last time we saw it, what Mimi is in is less like a paraplegic's wheelchair and more like a hospital type/bath chair. In other words, it, isn't designed for the person in it to be able to move it. This actually seems to fit with what we have seen in the last few panels, the machine probably drains her so badly that even her arms are in no shape to move the chair.
Actually now that I think of it, this explains something we were all wondering about earlier , why de-symbioted Mimi can walk. The answer seems fairly obvios now, Mimi ISN'T paraplegic; her legs are fully functional. Her lack of ability to walk is a side effect of the machine, not sometihng inherent. Take away the machine and she can walk just fine, symbiyote or no symbiyote. (sorry if this is something everyone else worked out ages ago, I just realized it)

That's sort of what I was getting at, probably yes. It would be unsteady at first (actually given her footwear, REALLY unsteady) but if they took her out of the machine for a while, she probably could take a few steps, and if they kept her out she'd probably eventually walk as well as anyone.

Actually, this must be happened WELL before Him's attack, if the world is still fertile enough that Dexter could still FIND all those foods. Somehow I tend to doubt a world that was as ravaged as the one we saw during the Him wars is all that rich in easily obtained lobsters and fresh veggies (in the summer rolls).

As we see here, Mimi's body seems limp and Quadroplegic-like.
When the leftover heroes, or "The Leftovers" if you would, were fighting Him,
Mimi threw a stone at the golem. She used her arms.
Therefore, the period of time between this flashback and the fight with Him must be
long enough that Mimi regained movement and strength in her arms.

Because of this, we can conclude one of two things.
1) Him lanches his attack on the world, and Mimi, much later and Mimi
stayed off the Nymphilim for a time before that for some reason. (Improbable though Possible)
2) Him lanches his attack now and the heroes play keep away with Him
until Mimi gained some of her strength back. (Probable)

Actually, the fight scene seems to indicate something more, that Mimi may have also gotten some of the strength back to her legs. after all, how did she get the stone into her hands. The chair's sides are too high to pick it up while sitting and if she bent over far enough to reach the ground she'd tumble out. And she's up on a platform, so no one could hand it to her. So, unless she had the foresight to grab the stone when she went flying out of the chair earlier (or her powers include low level telekinesis) the only logical answer is that, at the time of the fight enough strengh had returned to her that she was able to push herself up with her arms, stand up and either bend over to get a stone or actually step off the chair for a few seconds to get it.

It never said the world was devastated, just that the city was destroyed. I still think it is the same day, or at least the following day. Raven never had the chance to give her her present. Also its pretty stupid to assume that Mimi has similar range of motion to a quadriplegic after one page. Even to suggest that its an after effect of the Nymphilim. Simply put, we don't know and nothing seen has suggested any of that yet. Nothing on this page suggests that either.

I counted ten candles on that cake. Assuming I counted right and that the number of candles indicates her age, this means Mimi is over 11 by the time we see her in the story. I wonder if her aging was slowed down as part of the infusion process or the art style disguises how old she is.

As far as the ethics are concerned, while this situation does put the "heroes" in a less than noble light, I can understand why they would take this route. I presume Dexter is telling the truth that Mimi has been a target for supervillains almost her entire life, and even if one did train her in the use of her powers, she's still a kid and vulnerable. What do you propose to do with her? Do you leave her be to suffer in more agony?

What I am wondering is where the muffins are on this page? How could they forget Mimi's favorite food?

I might have missed something here, but I think Mimi is far younger then 11 and all.

Didn't Jeff say, at the very beggining, that Him took her away before she could barely walk? after that I always assumed she's uberly young (excuse my wording) and with this put in here, the machine would explain why she hasn't been able to learn yet.

I always assumed the chair was an easier way to get her around.

Other then that, this seems that Blossom maybe does resent her creation alittle, even though that's one topic I'm glad we're all far past now.

I like how Dexter is, relationship wise. I know I'm the only one on here that cares to talk about whats happening emotionally and not throwing around theories on how it happened.

But I'm new, I'm sure I'll become more jaded over time.

That was a joke, incase anyone cares to reprimand me. Sorry, I'm just used to the 11-year-old troll chaos of anime fourms.

Also, I don't know why you all use the style of the items/accesories/enviorment to prove or disprove the ability of things. This is Bleedman, we're talking about here. Dexter probably has a tube on his face because it looks cool.

Considering that Mimi should have predicted HIM destorying everything, I have a theory.
If anyone has played Final fantasy 13-2, they know that Yeul predicted that her village would destory itself. Civil war broke out over that prediction and they indeed ruined each other.
Having said that, perhaps Mimi predicted HIM attacking the city, and understandably, the heroes decided to stop him before he could. This of course, only helped HIM, and Mimi "pre-cognition" couldn't save them.

That's actually something that's been bugging ever since WHAM. Was it the whole world, or just the city that was destroyed?
I'm thinking it might have been the world, based on what Grim said, how it was "the busiest day of his carrier".

Also, there's another thing that I've wondering. Why don't the other Powerpuff girls appear to have families of their own?
I mean, is it simply because Bleed didn't feel like creating them, or is there some underline reason story wise?
