Sorry for asking this stupid question,but I really don't know.

Since this is a PPG Doujinshi, you're going to have some made up characters.

Bell is Bleedman's original character he created. She's not from the show. Just like Mr. X, Dr. Brisbane, and a few other characters.

If you look at the comics, underneath them Bleedman makes comments sometimes about the characters and situations (or sometimes he just comments about other things). That might explain things better for you.
