Ah, I see. It looks like it could be quite cool, and useful, one could use it to make a stained glass filter, or something like that.

Nice try karauma but it doesn't work... the only thing that the you can play with in levels are red/blue/green/black/white, Opacity/transparency/Alpha are not among them.

On the other hand I can sort of blow up the size of the black and white areas with Filter > Noise > Median But I still have to select color on the black and delete it to have the underlying color show through.

Really the only method for preseving the black I'm seeing is to copy it, delete it, and pasting it to a third layer. Basically I just don't see photoshop allowing changes to Alpha on anything less than a full layer scale. (In other words you can change the opacity of a layer but can't have various different opacities within that one layer. Or in still other words you can't just make the black in the layer see through without deleting it.)

But really I can't say for sure I'm just getting flustered that we've tripped up on this. Can we move on now and deal with whatever problems arise as they do so?

No problem, there might be an alternative.
You say you can effect black and white right? is that with two, or one control?

Does it look anything like this?

Achieving the same basic (First anyway) effect with one toggle:

See the overlay button? Yeah, same thing.

That's nifty Yoshi... what did you do to get the bigger noise?

And karauma...

If you understand the gobbly-gook please explain.

Basically, though you can get some better clouds in PS. And PS is awesome for texture creation:

Hmm, so you can effect the alpha of one specific colour with that overlay tool? Sorry, I just didn't really understand what you were showing me.
And Sentios, that looks like it. So render some noise, and try messing with the rgb levels until the white is in big blotches, and relatively solid in colour. Show me a screenshot when you think you've succeeded. Then we'll move on if it worked.

EDIT:
OK Yoshi, so that's using the mode called overlay, to get the same effect as my first image right? But the point is not the fact that I can create noise over an image, but rather that after doing so, I can change the pattern of the noise, allowing for me to do all kinds of things, like in the later images in my explanation. Am I misunderstanding anything? Sorry if I am.

Well, Photoshop is free if you acquire it with dubious nature...

Also, yes and no to colour transparency. There are several ways to make a colour transparent, though not to a very neat extent. All the methods I know just remove that colour, not any colour approximate to it. So if you have it smoothly feathered into another colour you won't remove any parts that are slightly off. If it's all sharp and designated, no problems.

You could always hunt for some plugins, though, or just open GIMP for that one operation.

Added after 1 minutes:

Forgot to mention, you can edit the effects like you mentioned easily to all extents as long as the layer uses grayscale (No colours). Photoshop can do all the stuff you mentioned with blacks, whites and greys.

Lol, Gimp owns PS. Hmm, OK, though it may be a bit of a pain in the ass at first, would you like to learn how to use gimp Sentios?

But those goddamn bugs.....
Thats the reason I left GIMP, it jams when you need him most.

Still have to use median to make it a little bigger before RGB will have any major effect.

No Median + Overlay:

@sentios: Blast my lack of photoshop. I don't even know what median does.

Nor do I, I've been using it like a 'blow-up' function. However that is incorrect as using Med 3 the second time just made it smoother not larger.

Hmm, if you downloaded gimp, I could explain all the tools that are necessary, and we would both generally be on the same page. And it really isn't THAT evil, it can just be a bit ungainly at times.
