It doesn't. I'm not reading it wrong, it's more likely i'm not translating correctly cuz i may be missing some mannerisms or english rules somewhere, but i'm sure my eyes are fine.

I don't know how that could have been construed as sarcastic, I meant it the first time and I meant it the second time. it must have been a language barrier thing but that sentence makes perfect sense.

I think the problem is the first "by" in the original sentence.

I think you might have mistranslated it because of that. When Grey said "who has been by," he meant the alternative, "who has passed by." So the translation shouldn't have been "Quien ha sido por relativamente recientemente," but rather..."Quien ha pasado relativamente recientemente," I think? *Forgive me if I'm wrong. My Spanish is somewhat rusty*
