Second, bets have to have unambiguous win / loss conditions in a reasonable timeframe (in this case, until both the winner's victory speech and the loser's concession speech plus a week). "Almost loses" means that (the winner's electoral college votes) - 270 = (less than the electoral votes of the largest "swing state" he won), swing states being CO, FL, IA, NV, NH, NC, OH, PA, VA, and WI or any "decided" state which reverses its predicted choice. Also, as worded, this is a bet on two things considered together: Obama winning the popular vote, and Obama "almost losing" the electoral college vote. Unless you want to split these with their own bets, it will not be a part of the regular election betting pool.

This is also two things: that Romney will win Florida, and that it will be because of GOP voter suppression (i.e. that people affected by recent Republican policies there will be more numerous than Romney's margin of victory)
