You're mostly right. Although dubs have been getting better as the audience has grown. With growth comes a higher demand of quality control as well as more products.
Just remember a lot of the original Japanese VO work is considered mediocre to them. It just sounds natural to us since it comes from that country and that's how we perceive it. I guess it really isn't a good argument if you like and think it sounds better regardless. It's just funny how much we think the same, just with a sort of role reversal.

Basically. Well for the most part. There are legit complaints, but if you look for them you wouldn't have to look to hard to find Japanaphiles who think like that.
I remember reading one comment form one asshole who tough dubs shouldn't exist as they are audience broadening tools that bring in an audience that generally ruin the product just because they aren't aware or into the original product. And I'm like: "No shit, how do you think you got into anime you fucking pillock".
