I've played against a Chaos Army in a full sized (1500+ points) game at least 20 times, and I've only lost 4 times.

Because my guardsmen have real-time weapon change, and hit chaos' weak points for massive damage.

Actually, the conscripts are issued faulty power cells and rusty bayonets. Those that survive are obviously superior fighters.
